That depends on the pre-snap read and Kitna's decision-making process. I don't think for a second that Garrett decided, "Hey, Bryant hasn't caught a pass yet. Let's try throwing him the ball a few times and see what happens." Some plays are designed like that, like bubble screens and some fades.
